#2 Upgrade quicksilverd to v1.7.0

This proposal aims to upgrade Quicksilver testnet rhye-3 to v1.7.0 of quicksilverd.\n\nThis release refactors transaction inclusion proofs for scalability, adds support for Celestia ShareProofs, updates the redemption rate calculation logic, and features a number of smaller fixes and improvements, details of which can be found here: https://github.com/quicksilver-zone/quicksilver/releases/tag/v1.7.0
